      Request for Participating Lenders

      The Riverside County Housing and Workforce Solutions department (jointly hereafter "Agency") is requesting qualifications from additional mortgage lenders desiring to participate in financing activities associated with the Agency's First-Time Home Buyer Programs.(HOME & PLHA)

      The County-wide programs are designed to assist low to moderate income first-time homebuyers in purchasing eligible properties for use as their principal residence. The Agency’s assistance is structured as a silent second mortgage for down payment. Assistance is currently limited to 20% of the purchase price per household.

      How were the Approved Lenders selected for the FTHB Program?

      The Agency published a Request for Qualifications (RFQ) for qualified lenders. The RFQ was published in a newspaper of general circulation, and invitations were mailed to lenders participating in other homebuyer assistance programs administered by HWS as well as lenders requesting to be placed on the mailing list. All lenders were invited to submit materials detailing their qualifications for the program. All submittals that were received prior to the deadline were evaluated and ranked according to the criteria in the RFQ. Lenders that demonstrated in their submittals that they met all the program requirements were selected as participating lenders.

      PARTICIPATING LENDERS

      Requirement 

      The Agency will only accept FTHB Applications from approved Participating Lenders who have entered into a Lender Participation Agreement with the County for these Programs.

      Selection 

      The County shall establish minimum criteria for the selection of participating lenders for the FTHB Program. All selected lenders shall enter into a lender participation agreement with the County and shall agree to abide by the County’s procedures for all borrowers participating in the FTHB Program. The minimum lender criteria for the First Time Home Buyer Program are as follows:

      1. Participating lenders are normally direct lenders with the ability to originate and service loans. Mortgage Brokers are not eligible for designation as participating lenders in the FTHB Programs on their own. Participating Lenders may choose to enter into arrangements with brokers to process FTHB Applications. However, the Participating Lender shall remain responsible for all submittals to the County and for verifying that all aspects of the purchase meet the PLHA FTHB Program requirements.
      2. Participating lenders are encouraged to provide staff personnel with the ability to communicate in Spanish.
      3. Participating lenders shall provide application assistance with minimal inconvenience to the borrower. Application assistance shall be provided at a time and place convenient to the borrower. This may include evenings and weekends and travel throughout the County.
      4. Participating lenders shall demonstrate a commitment to Community Reinvestment Act (CRA) and affirmative marketing requirements, and outreach to minority and low-income communities. Lenders shall agree to proactively market the Program to low income and minority people. All advertising to the general public shall be complimented with advertising targeted to these groups, including, but not limited to, minority newspaper, television, and radio advertisements. The County will monitor all marketing efforts and will require periodic updates on the marketing efforts of participating lenders.
      5. Participating lenders shall have demonstrable experience in first time home buyer programs.
      6. The selection of participating lenders shall be at the sole discretion of the Agency. The Agency reserves the right to limit the number of approved participating lenders.

       2023 - 2026 ARPA FTHB LOAN OFFICER TRAINING

      The next training sessions for loan officers to become approved/renew to originate and submit applications for the ARPA FTHB RivCo HWS Fiscal Year approval period of July 1, 2023, to June 30, 2026, has been scheduled; and registrations will open through Eventbrite starting  Wednesday June 05, 2024 @ 8am.

      WHO SHOULD ATTEND?

      All RivCo approved loan officers who want to be approved to combine the new ARPA FTHB program with the existing HOME First Time Home Buyer (FTHB) program should attend one of the below program slots below.   Loan officer support staff such as loan officer assistants, processors and underwriters are strongly encouraged to attend as well, for informational purposes only.  A refresher of HOME and PLHA will be provided as well. The training fee applies to each registered email address/phone # entry.

      ** NOTE**: The training will be for the loan officer current certification period that started July 1, 2023,  and will go until June 30, 2026.

      TRAINING FEE?

      A $50.00 training fee per email registered per class is due at the time of the on-line registration for each training session.  An Eventbrite processing fee of $5.09 will be charged in addition to the training fee. Payment can be made by PayPal or by credit card only. Confirmation for the registration will be emailed to each attendee from Eventbrite and a virtual seat will be reserved at the training.   Training fees are non-refundable and non-transferrable.

      Please try to arrive and wait in the virtual lobby within 10 minutes prior to the training start time.  Virtual doors will close 15 minutes past training start time and late arrivals will not be admitted.

      Upon review of the table, the following should be noted:

      1. All five supervisorial district have NSP Target Areas
      2. Target areas are located in unincorporated areas and thirteen cooperating cities
      3.  22 out of 23 (96%) of the target areas comprise block groups with HUD Risk scores of 8 or higher
      4. 12 out of 23 (51%) target areas comprise block groups with HUD Risk Scores of 9 or higher
      5. The NSP Target Areas comprise 478.06 square miles or 6.99% of the County’s total CDBG program area; and

      NSP Target Area Maps provide visual representations of the County’s NSP Target Areas. The maps indicate the fixed boundaries of the target areas, concentrations of foreclosed units, and HUD Risk Scores. In addition, each map identifies political boundaries, major roads and highways, and contains a legend identifying the types of foreclosed properties. Census Block Group data for the twenty-three (23) designated NSP Target Areas is also available.

      Given the significant size of the County of Riverside, and the large amount of NSP funds, the County has determined that designating twenty-three target areas is appropriate and equitable. Further, these limited target areas will allow for the focused investment of NSP funds in neighborhoods that have been most impacted by the foreclosure crisis.
